Q. If the target phone is iPhone, do i need to jailbreak
A: Yes, iPhone has to be jailbroken in order to install SpyBubble.
Q. Is Jailbreaking legal?
A: YES. Both jailbreaking and unlocking (different things) have always been legal, but on July 26, 2010 the US Government officially clarified the issue through DMCA legislation stating that jailbreaking and unlocking iPhones, rooting of Android phones and ripping DVDs (for educational purposes) is completely legal as long as copyright laws are not violated.
